I too have dark circles often. What a pain eh? Here is my way of fighting them: I moisturize my face (the perfect start to any day and make-up process). I then apply NYC Yellow Under eye concealer stick (I hear other brands have similar products if this brand doesn't suit you or your age). It's fairly cheap and works well (not perfect...but well). I then apply my foundation (I use Pure Makeup by Maybelline). It's a liquid foundation. If needed (for touch ups and darker circles) I reapply the concealer stick over the foundation. It must be blended well or else it looks bad (the concealer stick and foundation). I use powder (lightly) as a finish to all my make-up; including under the eyes. You can also use mascara, to take away from the circles (as well as make the circles appear lighter) and use various shades of eye shadow and eye-liner to reduce the appearance of the circles.
If I am not wearing make-up, or stuck some place without it, a cool wet cloth (or tissue) can help to sooth and reduce the circles. Moisturizer and a damp face can also make the face look refreshed and take away from the circles.
Good luck. Remember you will have to re-apply your make-up during the day for the coverage to stay. I also suggest that you may want to look into the source of your dark circles. Sometimes a change in diet (certain foods or more water etc), treatments, treatment for allergies, more sleep or less of something can get rid of the dark circles problem (or reduce it). Dark circles are either hereditary, or due to lack of sleep or dehydration, or all of them. So if it's hereditary for you, then cosmetics for dark circles is what you need. But if it's due to lack of sleep, then you'll need to get yourself on a schedule; Go to bed and wake up at the same time everyday. If it's due to dehydration though, then you'll need to step up your water, fresh fruit, and vegetable intake.
In regards to using cosmetics to cover up the dark circles, what you'll need is a yellow concealer to block the dark colour. A concealer two shades lighter than your skin tone to 'lift' the colour under your eyes, and powder to set. Apply the yellow concealer 1st to the dark area's of your eyes. Next, you'll want to pat on the light concealer. Don't rub it on, or you'll remove the yellow concealer. Finish off with a good, but light dusting powder to set everything off.
As for eye creams/gels, i would suggest going with a lightweight cream. Avon has got an excellent kind. And yes, using concealer everyday can effect your skin. If the concealer is too dry, and you're pulling on your skin to get it on, then you're actually wrinkling your skin on your own. The skin around the eyes is very thin, and should be treated very lightly. No tugging to get make-up on or off. No rubbing or pulling either. When applying products, use a patting motion. Not a rubbing motion.

First of all, one of the reasons you might have dark circles is because you aren't getting enough sleep. Some people can't help that but if you can try to. I use wet 'n wild liquid concealer and it works pretty well. Good luck!!

For concealer you should use one shade lighter then your natural skin tone to hid the dark circles. Then apply foundation that actually matches your skin and the dark circles are gone. I use NYC color concealer from Walmart for about 2.96. It is creamy and works really well.

buy some black tea. (in the bags) soak them in warm water and then put them under your eyes. theres an ingredient in the black tea that'll lessen the appearence of black undereye thingys
