My friend started puberty but not her period yet, and she masturbates is that why she hasn't started her period? Please help me!

No, masturbation has nothing to do with your period. Some parts of your body just develop ahead of others. Some may not get their period until they are 17 or so.

There is nothing to worry about.

Note that it is possible to have sex and get pregnant just before your first period. So I'd stick with masturbation instead of having sex (in case she was ever thinking about it). You can't catch any diseases that way, either.
