For people who do have power, and they don't know that there is a outage (generator, or a TV with batteries). People may get their power earlier than other people, and there probably curious if there are still outages in parts of a city. (Even though most people don't care!)

So that people are informed some people might be planning a trip that way but may change their mind after finding out about the power outage. - It's a means of informing.

Because sometimes terrorisrts can be behind power outages.

that is a good point, but the news "goo roos" need something to watch. And they also have to report it that way if something is wrong and there are power outtages all over and they are spreading, to let people know to be prepared.
