I want to call Puerto Rico. Sprint offers you can call anywheres in the US for free during weekends and after 7pm m-f. Would this still be in the plan?

Yes, if you know the international code and number. It, may be a little on the expensive side and a calling card from a local home phone be cheaper. But, I have done this to Poland, Philippines and Africa with my cell when I was in the ocean on a boat and that was my only alternative.
Look here for the numbers;

Puerto Rico and the Virgin Islands are domestic. You can text PR without additional charges.
