would you be able to use a petri dish to find bacteria on a countertop or the top of a can of beans ?

I don't see why not.

I'm sure you can use a petri dish to find bacteria on any type of surface.

Yes. You need to use something for the bacteria to live on - like unflavored Knox jello with a little beef broth added. Once the jello has solidified you use a clean tooth pick to rub on the counter top or can of beans. Then you rub the same part of the tooth brush onto the jello in the petri dish. Allow the bacteria to grow in a warm location.
