I think that people are getting better. There are still a lot of people whose parents grew up in the mix of the civil rights struggle and they have influenced their children and how they see the world ( I know its that way in my case). The really beautiful thing is that with every generation the racial divide will close a bit more. Over the next 100 years after all the generations have a chance to define themselves I believe that America will move past much of the racial anger.

To "discriminate" means to distinguish or perceive distinctions or differences. Someone with discriminating taste is said to recognize and value quality.

Racial discrimination implies that people not only distinguish between different races, but treat members of different races in different ways. They do this founded solely upon a person's appearance and nothing else - based upon the viewer's preconceived notions. This means that they are pre-judging people, another word for which is "prejudice."

People do this out of fear, hatred, stupidity, or just because it's the way that they were raised and it's what everyone else that they know does.

So... in answer to your question, "racial discrimination" has come to mean not only noticing that people look different, but making character judgments or assumptions about them based upon how they look. Specifically, based upon the color of their skin and eyes, the color and texture of their hair, and the shape of their features. It often extends to the way and language that people speak, but that isn't truly racially based.

Kind of silly, isn't it? It all implies that people are making snap judgments without thinking first, which is intellectually lazy and ethically dubious.

Discrimination is an oppressive institutionalized force. It can be racial, religious, sexist, etc. I think that when it takes on a racial tone, someone has been denied access to something strictly because of his/her race. Typically, the denied have no recourse.
