dunno if this would help you but my personal opinion is no. i reckon corporal punishment is only right to do at home, provided the parents know how to distinguish constructive discipline from child abuse. my parents spanked me all the time when i was little and i don't hold an ounce of grudge against them because they disciplined me when i deserved it--good discipline breeds love and respect, child abuse breeds fear and damage.
in schools, however, it;s not the child's own parent doing the discipline. a teacher may love the students as his/her own children and be as dedicated as a mother, but as far as family matters are concerned a teacher is an outsider. see, a teacher teaching 20 different kids in one class could be dealing with 20 family backgrounds and 20 different values and circumstances. what may be corporal punishment to one student may be child abuse to another, although it was the same action taken. (e.g. two kids vandalising school property, both deserving to be spanked. for johnny who comes from a family showered with love the pain of the discipline is only temporary but he will learn to respect his teacher. for billy who gets beaten up daily by an alcoholic father for no reason, the spanking at school is psychologically damaging... he does nothing wrong at home but he gets beaten, he tries to have a little fun at school and again he gets beaten.) that's why to keep on the safe side, schools better stay out of corporal punishment and leave individual families to decide what kind of discipline works best for their children.
in indonesia corporal punishment is still practiced at schools even up til university level.

look at schools before and after CP was taken out
1. Kids talk back more to their teachers
2. more discipline problems
3. More trouble in the home - since CP is gone there, too
----replaced by 'time out'
in my day - I was spanked at home if anyting went wrong at school - today - the parents file suit on the teacher if their
child is put at the end of line to go to the cafeteria
and two generation were ruined by the Dr Spock book
and HE could not even raise his own kid - by the book

I live in Trinidad and Tobago and corporal punishment is illegal in my country. So therefore it is not right at all. Whoever is doing it can go to jail or pay a fine.

i would say yes, but we will never see it happen. nowadays a person can get fired for yelling at kid the wrong way. stupid frivolous lawsuits are ruining the American justice system. not that it was good to begin with anyway but somethings has to be wrong when a person spills coffee on themselves and then can sue the company who sold it to them because it was too hot.
