I always wondered that. I remember when they first arrived and I thought then. They can go upstairs (which they couldn't at first) they only have one weapon and only on eye with limited vision and they can be disabled with a blow from a heavy bar.

tell you what,i have being converted to watching dr who by my 6 yr old son and the daleks aren't as scary these days but rewind 30-35 yrs ago when i was young they used to scare the pants off me but looking back we were all so innocent when it came to any sort of exposure of menace on the TV then , now it's all blood and gore all over and kids are desensitised to it!

I reckon it's all in the voice. Give them the average 'public announcement' type voice and it just wouldn't be the same.
