Additional: I inititially couldn't find war-deaths on the WHO site, because I didn't know the WHOism for War - turns out it's "collective violence," which includes Wars, Terrorism, State-perpetrated violence, and organized crime.
In 2000, the WHO says, collective violence claimed 300,000 lives.
That's pre-9/11, and thus prior, I assume to the horried US foreign policy you're refering to (it would, in fact, include any horrid Clinton-era foreign policies). Now, if I could just find a figure for a more recent year, the difference could be attributable to America's current horride foreign policy. Unless that figure is 10.8 million, though, Cancer & AIDS still win.
How frustrating, that WHO report with the violence figures was a one-time special report.
However, totalling up all the deaths attributed to the global war on terror (taking all the high estimates) I get 1.1 million (and it's been going over 5 years), even laying all of that at the feet of 'US policy' that's still less than half the toll of AIDS in a single year, let alone Cancer.

Interesting question...and hard to give a statistically correct answer, since I doubt any studies have been done along that line, and if so who funded them. But if you count our weapons sales world wide and support for oppressive governments that maybe the case. But all the knee jerk reactions will be to shout down the question.
