The trick with hedges is to prune early and often. People are impatient and let the plant grow to full height then hedge them off. This is how you get gaps in hedges as mentioned, not from pruning them. If you trim 1/3 to 1/2 (depending on the size of the plant) off the plant initially this will create more branches (more branches more leaves). Continue light pruning regularly as the plant grows. If it grows 5 inches cut back 21/2 inches. it sounds like you will never get any plant size but golden Euonymus are quick growers. Each branch you cut makes into 2 branches and this is how you get a nice thick hedge. Do make the top of the hedge slightly thinner than the bottom to allow the whole bush to get sun. (You shouldn't really notice much difference when done).

You want to be careful to have the top of the bush narrower than the bottom, so that all of it is getting sunlight.

Also, it's not uncommon for hedge bushes to only have greenery on the outside, so try to avoid trimming it back too far. If you get to just stems, that spot may not ever grow leaves again.
