My 25 hp outboard will not accelerate without the help of the choke, and even with the choke fully out, the engine will only accelerate to approxamately half throttle before it dies out. This condition occurs regardless of engine temp. I have tried the basic things on the fuel system, but these things have yielded no positive results. Could the problem possibly electrical and I am searching the wrong area? Any help would be so greatly appreciated.

Other option is a plugged fuel filter, weak fuel pump, (if supplied), cracked fuel line sucking air, fuel screen in the tank is plugged, fuel cap vent swelled shut.

An ignition problem would keep the engine from ataining a certain speed, but not make it die, and start right back up.

In addition to the other answers posted here, it could be old fuel. I had a similar problem and fresh gas solved the problem.

I have seen so many idiots with this problem, open the vent on your gas tank=============, air has to go in, before the gas can go to the carb=======

if putting in new fuel seems to help clean your carberator and change your primer ball on your gass line leading to the engine
