Well if its an unwelcome hug than yes but what school punishes kids for giving a hug to their friend who needs it?

In theory my dear, you are so, so right about the benefits of open affection in life. That said, many are incapable/fearful...so don't just go around hugging anyone and everyone, not a good idea!
About friends...same thing. Some might not mind, some would. It's a personal thing and can be overdone.
There are moments when hugs are absolutely the best panacea for another, and then again, times when its not such a good idea and if you KNOW the person well - you SHOULD get this and be able to figure out the boundaries.
But in theory and definitely in my life, I hug alot...pets, people, family...The comfort, assurance and endearing feeling derived from such moments are priceless to me.
-But like I said, you have to find the place within your life where this is beneficial for you as well as the other person. Kindness can't be overated, helping someone through any type of tough time with a hug can be very medicinal and effective. And I do agree dear, the world could use more of it!
Take care...
Grace

now a days it is really hard to understand wether what is harmful or not to other kids or people. no one is satified. i guess it's true when they say, "you can not please everyone." people are so sensitve. you do what you think is right but still it ended up in the wrong side. for kids, for them a hug is a hug. showing other kids its a sign of kindness, friendly gesture. if they get into trouble by giving other kids a hug, might as well tell all schools not to give anu hugs. or have it banned.

They had that in the Junior High school in my town last year, it was completely stupid.
They were actually suspending kids for hugging.
I think they should focus a little on more, say, the drug problem rather than kids showing emotional feelings.

At my school they call it PDA (Public Display of Affection)!! It is so stupid. We get detention if the principal catches us, but the teachers don't care. So we just make sure the principal isn't around when we do it!! lol
