For a staff used to using Outlook with an Exchange server so as to allow easy meeting scheduling, viewing others'
availability for coordinating times, etc. -- is there anything comparable with regard to the free, online calendar systems? The company doesn't want to shell out for Outlook, but the majority of the staff is having fits at not having it. Is there anything that can save the day?

Google Calendar:

This is a completely web-based system that is integrated with Gmail and other Google services.

Each person can have a calendar and share it with others. I have not used the share feature, but I have heard good things about it.

If you are using Office, Outlook should have been included in the package.

Amazon has Outlook 2003, old version, for $50. Surely the company won't object to that, or, if you all want it badly enough, you can all kick in a dollar or two.

You can run down the list on this page to see if anything free stands out.

I like to use localendar. I have used that for several websites. You can make the calendar private or public I think.
