A bit broader understanding of the "internet" may help both of you.
Yahoo (for example) is a privately owned web site that chooses to monitor its content and usage per their rules. It's intended to be a nice place to play. Other web sites are not so, depending upon who "owns" the site and their intent. They are the online equivalent of a rowdy bar, and it is somewhat accepted that someone coming in, knows what kind of place it is.
The internet is NOT "American owned", or subject to our law. Yes, there are some US laws that do apply to activity online, such as online sexual predators. For the most part, there is nothing illegal in being called names. You know the old saying "sticks and stones can break my bones".
The internet and personal email are two different things, and even that is not normally regulated, unless there is actually some threat to someone.
If your daughter is a minor, it is your job to monitor where she is online, or restrict computer use. I have had teens, and the norm there is telling her NOT to mess around certain web sites, which of course, they often ignored. It is also your place to understand that the internet is NOT high school, where the rules say everyone has to be nice to each other.

Let's play devil's advocate here for a momemnt. You don't give us much information, So: How do you know that your daughter isn't the one instigating the harassment? What web sites is she visiting? Do you monitor her internet use? Are you blocking site she can and can't access.
If you not already, you may want to take a more active role in her internet use. Hate to state the obvious, but someone has too.

It's called free speech, not harrassment. I'm assuming this is simply content put up on MySpace or some other blog site.
If she is receiving abusive email, that's a different thing entirely.
She might be able to sue for slander, but it's very difficult to win a case. She'd have to show real harm to her reputation.

Where is this happening? There are various steps you can take but they depend on where it is happening. Is it on Yahoo? Or a school intranet? Give a little more information and I know someone will be able to help.
