Your question is a matter of relativity. Most things are relative and you do not give enough information. If you are speaking of a mind altering chemical then you yourself must determine your own limits, and tolerance. Don't depend on others to set your limits. I am not going to say "dont do it" because you are going to make your own choice there also.
If you are speaking of height, then imagine a radio tower in Alaska that extends 600 ft into the air. The height at which "too high" would apply would depend on the wind factor. You could climb it considerably higher in 5mph winds than you could in 70 mph winds, and of course there is also the factor of your own physical strength to hang on.
