He can certainly be teething at 3 months some babies cut teeth that young. 4 months is pretty average for starting teething, intermittantly and it doesn't mean the teeth will be there any time soon.
I would avoid any serious medications as long as you can, including tylenol and anbesol. Just try offering frozen things. Teething rings, faceclothes, small stuffed toys. You can wet the clothes and toys (just use cheap ones) with either boiled water or breastmilk/formula. Excess water is a concern.
If your baby is getting a rash from the drool/poop. That is caused by acid and can be counteracted with a small amount of baking soda disolved in water. Baking soda is wonderful in baths all the time. I love it. It is great for babies because of the acid they sit in in their diapers anyway.

He's probably starting to teethe. Babies will drool a lot when their teeth are coming in. Get some teething rings or toys that he can chew on. If you get the teething ring with sterile water inside, just put in the fridge for about a half hour to get it cool for your little ones tender gums. Baby Anbesol works wonders if your baby is crying because of teething pain.

Yes, he can be teething. A baby starts teething months before he may even get a tooth. He's just doing the normal baby thing.

Babies can start teething at that age. It's perfectly normal for infants to drool. They have too much saliva to swallow it all. Just put a bib on him so he doesn't get a rash from having a wet neck all day.
As far as him chewing on his hand, that could be a hunger cue (a sign he is giving you that he is hungry). If he's not hungry, try just giving him a soft rubber toy or teething ring to chew on. His favorite thing to bite on may be your finger. It helps to alleviate the teething pain.

Could be teeting, could be thirsty, could be from mouthing everything in sight, could be just for fun! Teething is probably the most likely, especially if it is constant. My son started drooling profusely at 4 mo but didn't pop a tooth until 8mos. Every child is different.
Put a bib on him/her to prevent their shirts being drenched! Dampness on the chest for long periods of time probably isn't good thing.

Many babies begin to drool a lot between the ages of 2 and 3 months. Generally, teeth come through just around 6 months - just when your baby can safely take ibuprofen (Advil® and Motrin®).

My little on started teething at three months. Some children do start early on teething, he may be fussy because it hurts to teeth. Buy a teething ring and put it in the freezer, then give it to your baby, it's better than him eating his hands.

yes baby can start teething so young baby can even have teeth when they are born i think you should monitor the situation and freeze a teething ring for the little one to chew on it would be a lot better than a finger plus the cold will sooth the gums

He may very be teething. Babies can get teeth at anytime. I've even seen baby born with teeth. Give him a cool wet cloth to chew on, rubbery toys, even rubbing his gums could help.

yes they can start teethin at any time. nothing just let the baby drool it is part of growing up. leave the child along let him put his hand finger and what ever else body part into his mouth because that is what happends in the womb.
