Like a conventional garden, water gardens should have a variety of plants that can bloom at different times. A mix of bog or marginal plants, deep water plants, oxygen suppliers and floating plants will give your water garden a good balance.

The only things I know of that flower all season are water lilies and pickerel rush. Iris flowers in the spring, and a few others will flower sporadically, but the only showy thing are the lilies.
Tropicals flower more profusely than the hardy varieties, but you have to deal with how to overwinter them if you live north of Alabama.
