You can do it on your computer.
On the back of your computer there is a microphone input that is 1/8" thick. Go to http://audacity.sourceforge.net/ to download a completely free sound recorder. Then go to a radioshack and buy a 1/8" male end to 1/8" male end chord. Kind of like a head phone chord with two ends. Then plug one end into the computer microphone input and the other end into your tape player. Record on your computer while playing the tape.

I'd buy the actual replacement CDs and give them to friends who want them. I'm assuming you can actually replace the tapes - I have a collection where you can't.
