They are simply exercising their rights given to them by Her Majesty's Government. Also they have their human rights which they are entitled to abuse for their own selfish ends!!

The answer for the main part is by historical accident, way back when people did'nt know about plate tectonics and fault line areas, they would settle where above-ground resources made the area attractive, i.e. a river for water,good hunting and growing areas etc, In modern times these unstable areas are avoided for protracted urban development, but for areas such as the san andreas fault where large metropolises exist, the sheer economic cost of dismantle and move make it easier to try and proof buildings against earthquakes and such, and monitoring so that people could have an early warning to get to safety.

My guess is that there are two basic reasons:
poverty - the land may be cheaper and more affordable for some
desireability - the desireability of the location outweighs the risks in living there (e.g. California)

I learned a new word: Techtonism - which means crustal instability :)

Along with the other answers, areas with crustal instability often have fertile soils, which, coupled with favorable weather offer good crop yields. The people are willing to take their chances with disaster. While I haven't seen any objective studies on the recurrence time of violent earthquakes or volcanic eruptions on the willingness of people to live in such regions, I would guess the "break-even" time is somewhere of the order of one life-time. Even with Mount Vesuvius in Italy, with its last violent eruption in 1944, people tend the slopes of the mountain to raise crops and live nearby.

People live where they live. There is a very small percentage of people in the world where leaving is an option. Why do people live in areas fraught with civil unrest, oppressive regimes, drought etc...?

And with more on more civilized countries creating more and more obstacles to immigration, it means people now have even less of a choice.

Overpopulation. Too many people on the planet, so some get the short straw and must live in unsafe places. (This comment excludes the USA, they're all a little crazy there).

If you're born somewhere, which you have no control over, you tend to consider that your home.

Also, on the West Coast of the US, its a very nice climate out there, despite the shaking.
