I have an HP 6980. When the new cartridge was installed it didn't print an alignment test page and now it looks like it prints only every other line.

For WinXP: Click "Start", then "Control Panel", Select "Printers and Faxes". You should see your printer in the list, right click your printer and select "Properties". Your printer installation should have installed a "Tools" tab here or something similar that will get you to the printer tools.

I'm not sure which printer you have but with my hp there is a printer toolbox located in the software that came with it. There is an option to run an alignment page within the installed software
