I was 21 when I first kissed a girl . . . now I've been an out lesbian for over 2 years. I was shy and scared, so I pretty much went to gay clubs, got drunk, and kissed strange girls. Technically, it worked, but I don't know if that's what you want for your first experience. Eventually, I fell in love with a lesbian I was friends with, and it was much more meaningful when I kissed her. So, yeah, you can always try www.grrl2grrl.com and search personal ads for lesbians, bis, and bicurious women in your area. The site has an "Out & About" section where you can look up gay clubs and bars in your area, as well. Good luck!

It's an amazing thing, but it can be hard to make it happen. Depending on where you live, it might be hard to find lesbian or bisexual women. You could try an ad on craigslist.org in the casual encounters section. Or you can find out if there are any gay/lesbian bars in your area. Of course you'd probably have lots of luck at a bar.
My suggestion is to not rush it though. You don't want to ruin the experience by doing it with someone you don't like!!!

Go to a personals site, like Yahoo Personals. Place an ad for women only. At your age, you will get more hits than you know what to do with.

If you're interested, a word of advice, although many people don't find butch or masculine lesbians "hot"..I will tell you this..for a first experience, go with one. They will ROCK YOUR SOCKS in bed. They have that dominating energy about them like a guy, but they know how to please a girl in bed because they know your erogenous zones VERY VERY well.
