Ed, Edd and Eddy is an American Animated Telivision Series and Billy and Mandy is also. Anime and Cartoons are the same thing, they're just different names coming from different countries.

Ed Edd & Eddy and BIlly & Mandy are not anime. Anime is Japanese animation. Shows like Naruto and Pokemon and Yugio are anime. The movie Spirited Away is also anime.

Technically yes. But a true anime fan would not call it that. Anime is a specific type of cartoon coming from Japan. The ep's are re translated and put together with the mouth movements and they are not drawn in the U.S.

Yes, they are cartoons. Only people normally use the term 'anime' when referring to Japanese cartoons. But, anime IS cartoons

"Anime" is based on the word "animation" adapted by the Japanese; "cartoon" is more widely used in North America (not sure about Europe) but both mean the same thing in general.
To me, "Anime" sounds cooler and their story lines are more interesting.
