Unless you are signing as a youth or young professional job, you will need to have a degree, masters, or a PhD or doctoral degree. Without a college degree (or even with a college degree), you may be able to get the General Services level -- doing mostly admin jobs, at most research assistant. Those that do the most exciting jobs (the Professional Level jobs) have advanced degrees.
