There are many. Texas has a strong economy and this helps to provide good education at a reasonable cost and a low cost of living. True there are expensive places to live, but, that is everywhere. As far as safe, that really is a concern anywhere and you should be with friends you can trust and not get into areas of questionable morals. Florida, North Carolina, Arizona are only a few. I would say every State have it good and Bad. It really hard to say, anyone State is the Best. But, Texas would be most likely open for someone from another country as there many people that come there to start a new life in America or take what they learn back to their country.

Generally speaking states in the middle of the United States tend to have lower costs of living than those on the coast. But you really need to look at individual schools to find out which one has a masters program in your area of study and look at the cost of tuition as well.

i would suggest that you'd go to NY...i have lived there all my life and the education is great...NY is home to 2 ivy league colleges(one of the most elite and prestigous colleges in USA)which is columbia university and cornell university.
as for the cost of living-im pretty sure you can get a furnished apartment (one bedroom) at a good rate.otherwise u can choose to stay in the dorm of the college--
ny is safe, no doubt about it--especially after 9/11

Iowa has all the above top 10 education system UNI is a top notch teaching school. cost of living is below the national average. and as far as safety i have lived here all my life and never feared for my safety criminal activity is very low espacialy in the small towns.

Your choices are really going to depend on what your master will be. Not all schools offer the same programs. Do some research on the best schools for your program of study first, that will narrow it down for you.

Low cost of living would be Houston Texas.Safe in alot of areas.Good education system.

i am saying the truth...
and the place i live
it has a good college
and is safe in weather than any other place and it is safe in population also..
in the place i live
good colleges
like rutgers....princeton.....
and maybe
rartitan valley..dont know much about that one..
there is good people
nice jobs..
and i think you will like it....
especially in edison
because indian people live there..
and there is sari and jewelry and lots of stores you will enjoy being a indian there..
even restaurants..
trust me my parents are born there..and i was here...
but i can tell your choices..
and california gets bad weather..
ny has a crowdy place
texas,..is good but like a farmy place
nj...nice lifee...
and i live in new jersey...from the time i was born
