A jack hammer works by concentrating the force to shatter or move the load-bearing surface, the operator is a primarily a stabilizer, with more operator strength/mass providing greater stability/control.

A pogo stitck works by reciprocating force applied by the operator, rather than by concentrating it on the load-bearing surface. Putting a jack-hammer tip on a pogo stitch could create a human-powered tool to utilize the operator's weight for the hammering operation. The usual human-powered tool for the operation is a two-person team with one holding a stake or chisel and the other swinging a huge hammer (in the manner of John Henry).

Engine-powering a pogo stick is somewhat like putting a Chevrolet engine on a Schwinn frame, dangerous over-kill.

I presume the "jack" in jack-hammer correlates with its use as handsome in the sense "moderately large". We have jack-of-all-trades and jack@$$ to compare to kingpin and king snake.
