He is legally retarded, but has no legal guardian as the courts have ruled he is competent, although the psychologists say his IQ is about 65.

I want to be sure he has the rights of gun ownership that the NRA wants for us all. He has had some violent, and unpredictable behavior in the past, but nothing that led to a felony offense which would prohibit him from owning a gun.

My question: does it sound right that a person like that is granted the right to buy a gun?

(this is a hypothetical question and is in no way meant to be defamatory to anyone of any intelligence level - except to NRA morons who can't see there's a problem in America with gun violence)

where exactly does it say my "cousin" would be barred? I never said "he" was institutionalized.
Does it make you feel big to state "facts" which are not fact and use them to insult others? Typical of the GOPig philosophy - belittle others with no clear grasp of anything remotely close to fact or truth.
GOP = scourge of humanity.

Actually your cousin does not have a right to own a gun. When you buy a gun you must answer certain questions on the form,and if your cousin answers them honestly he would be turned down for a gun. The guy who did the Virginia Tech shootings was also not able to obtain a gun legally because of the fact that he was once in a mental institution,but he lied on his application when he purchased his gun. I suggest you do some research the next time you want to show your intelligence.

In reference to Cho......when he went to the mental hospital, they apparenlty *from what I've been hearing* didn't forward his mental instability to the FBI or whatever database there is for background checks.

That's why he was able to buy the guns in the first place. He had no record, and for all intents and purposes, looked normal.

I don't think it sounds rational for this person to have a gun. No offense.
