The answer is.... yes and no!
It depends on the case.
Case1 Perfect Circles on flat (Euclidean) surfaces
YES it is a constant
Pi, in this case represents the ratio of the circumference of the circle to its diameter, is a constant. These types of circles are the type you would find in secondary school textbooks.
Pi IS irrational but it is a CONSTANT, just as the square root of 2 is a single irrational constant whose decimal expansion goes on forever.
Take 1, 1.4, 1.41, 1.414, or any other approximation of the square root of 2 and square it, and you won't get 2. Only the irrational square root of 2 squares
to 2.
The square root of 2 is not 1, 1.4, 1.41 or 1.414 and so on.
There is only one number, pi, in all its irrational
glory, that represents the circle's ratio.
Case 2 Imperfect Circles on non-flat (non-Euclidean) Surfaces
NO it is not a constant.
In the case where the circle became deformed, for example stretched to become an oval, then there would be a CHANGE IN DIAMETER, but NO CHANGE IN CIRCRUMFERENCE.
The definition of Pi: value which
represents the ratio of the circumference of the circle to its
diameter, is a constant.
Therefore since there is a change in diameter but no change in circrumference, pi is not a constant as the ratio is now different.
Summary
Basically in flat perfect circles, pi is a constant, in non-flat imperfect circles, pi is not a constant. However, for the most part of schooling pi can be considered constant, only when one goes into non-Euclidean geometry, should one worry about pi.

Pi is constant because it'll stays the same value, namely 3.14592653589793...
and no it's not exactly 22/7, that would make Pi rational. As we know Pi is proven to be irrational and trancendental.

pi is the ratio of a circle's circunference to the diameter. This is always the same number, approx. 3.1416. The number is never ending. Some people have calculated pi to 100's of digits. A goo approxamation for pi is 355/113, it accurate to 7 digits.

Yes it is. However its not equal to 22/7 as someone said. This is just an approximation. pi is an irrational number meaning you cant really express its value. but is is very close to 3.142....
