A simple majority which is 50% + 1 vote. I don't look for the House to impeach Bush because it takes 67 Senators' votes to remove him from office, and that will not happen. There are 49 Democrats, 49 Republicans, and 2 Independents. Liberman and Sanders, the 2 independents, both side with the Democrats, thus the Democrats are in control but do not have near the 67 needed. Some Democrats, like some Republicans with Clinton, will actually vote no on removal from office. Nancy Pelosi has shown no movement toward impeachment proceedings. Bush will be gone in 2009 any way. Ha can't run again.

A member of the House needs to submit an article or articles of Impeachment. It will be refered to the House Judiciary Committee for action, or nonaction.
Hearing in the committee would have to be held and voted on, to send impeachment to the Whole House for debate and action.
That is how it happened to President Johnson in 1868 and to President Clinton. President Nixon resigned before the House could impeach him.

Unless democrats have made it illegal to be conservative then there is no reason to impeach the president. Even if it were illegal to be conservative, I don't think there is shadow being a reasonable doubt that Bush is conservative.
Bush is one of the most liberal republican presidents we've had, and liberals hate him with a passion. Lesson learned, do not try and appease the democrats, they eat their own.
