Yes. Other animals have been cloned and there is no reason whatsoever why it wouldn't be possible to clone a human. We aren't quite there yet, but will be.

Yes human cloning is possible, whether it will happen or not is an interesting question. With all the controversy which surrounds it, my guess is no.
