Sprinklers before main valve work fine. All inside faucets start out normal and then have very small flow within a few seconds. Same low amount of flow with both hot and cold water. Condition is same all day long.

I would suggest checking the valve coming into the house. The hot and cold are both affected because the hot water is the same pressure as the cold water feeding the heater. If you have gate valves, the gate may have failed and fell into the path of the piping. Since it is whole house problem, the main feed valve would most likely be the culprit.

sounds like blockage , rust or some other stuff plugging your system , check your flow restrictor on faucets, saw this on this old house these people had same problem in there bathroom for three years and it was rust and some teflon tape in the flow restrictor , a three dollar fix , hope this helps , flow restrictor is on the end of faucets with a screen in it .

This is called hard water scale. After time calcium deposits attached to your plumbing fixures and create a concrete like substance. Eventually you will have to replace all the plumbing in your house, or there are many anti-scale filters out there that will even reduce the current clogging you have.
