I thought that "to flash" and "to flicker" are synonyms... If you pleas explain to me the difference...

A light flashing would be like at the stoplights, they go OFF, then ON, then OFF, then ON, repeatedly, constantly and at even intervals.
A light flickering isn't getting a steady supply of electricity, so it is inconsistent. It looks like it doesn't really go all the way ON (not bright or clear or for a full second or so). It would barely go on and off, as if it were fluttering. Maybe uneven intervals between what light does come and when it goes off. If it were sound, it'd be STATIC as opposed to a clear sound. Good question, have a star.
