In a situation such as you are referring to, assigning blame is simply a way of deflecting grief.
If people can be made to feel anger and apportion blame , they will forget to feel uneasy and bereft.
Terrible things happen to innocent people. They have throughout the ages and they will always continue to happen.
Instead of trying to place the blame we should be working towards assigning change.

This does not happen in other countries where guns are not legal. I recommend you to watch "Bowling for Columbine" from Michael Moore. I can't understand why US politicians don't seriously consider banning guns altogether, at least for civilians. Murders are WAY less common everywhere else in the world.
