Doesn't the justice part of that statement take care of almost every group that's been mentioned so far.
Personally I value liberty and justice (and the fight that won it for us) far too much to dilute it with exclusions.

No liberty and justice for any sort of sexual offender, anyone who abuses children, the elderly, the handicapped or animals - anyone weaker than themselves. No liberty or justice for drunk drivers, murderers, drug dealers, or wife bashers. I can think of many more who don't deserve it either, but you get where I'm coming from.
