I have read the RICO law and they have to prove that a criminal element is engaged in theft , murder , rape etc. for over 2 years , wouldn't you admit that definition refers to the Bloods , Crips , MS 13 , Latin Kings etc. etc.

Well that would just be plain silly. RICO was intended to round up "real criminals" like people who peacefully pray and protest in front of abortion clinics.

Frankly, I think they should just march the National Guard into gang infested areas and shoot anyone wearing the colors/tattoos. Last time I suggested something similar (I advocated summary execution for anyone in MS 13), my answer got removed for "hate speech against a particular group".

Because the Government has a use for gangs. By intentional proliferation of crime the people will cry out for a Police State which is the objective of the Government, but the Government wants to pretend it was your idea asking them to strip you of your rights by intentionally letting crime fester and spread.

Our Government knows what it is doing, you don't, and thats the way they like it.

The RICO laws specifically refer to 'organized crime.' Street gangs are, generally, not defined as organized criminal groups (unlike the Mafia). This is partially because there are so many 'splinter gangs' and unrelated groups claiming one affiliation or another. They aren't organizations, so much as small bands trying to give themselves street cred.

If they did that the prison system will collapse, it's aklready wayyyy to overburdened. Its easier to have them kill each other out on the street, innocents be damned I suppose.

It easier to prosecute an honest person and they will actually have the money to pay their court fines.

The US does not allocate enough resources for the investigation, arrest, prosecution, and incarceration of that many people, that many crimes. Sad and unfortunate.
