One of my female sunburst platies has been hanging out on the bottom of the tank ... still, and her tail doesn't fan out like it used to. I keep thinking she is dead, then I walk over to the tank, and she starts swimming again. Is there a disease that I could be treating? I notice no discoloration/white spots... No other symptoms that I can see.

Yes, there is 1 male, and yes, I change 20% water weekly, test for ammonia, and have the ammonia crystals in my filter (which I also change weekly)

Sounds like possibly a bit of ammonia poisoning. I would suggest a water change of about 50%. You can also check the temperature as cool temperatures can be the causes of this behavior. If neither of those work, then it's possible she is sick and you'll need to look again for anything at all out of the ordinary.

CHECK THE AMMONIA! usually platies act kind of down when the ammonia levels are high. If you don't have a testing kit bring it to a LPS and have them test it. It is a good idea to purchase a test kit.
If you have high ammonia levels i recommend doing a partial water change and adding zeolite crystals to your filter. Since i began adding these things I have never had an ammonia problem. Just be sure to rinse them very well because they are very dusty. I also recommend cleaning out the filter motor. The mechanical parts get filled with gunk and clog up, which doesn't allow for Superior cleaning. The filter should be easy to get into and may help you keep your water cleaner.

it's possible she is sick but it also sounds like she might be trying to give birth.. are there males in the tank to fertilize her?
