The swich is stuck in the on postion, meaning that the lights are always on, unless the main power to the lights is switched off.

this means that there has been a burn somewhere causing a cross connection. very dangerous get a sparky in to do a continuity test. probably in the baton rose or behind switch cover.

I can't tell from your question if the switch is on the wall or is part of the light fixture. I am assuming a wall switch. First thing to do is remove the circuit fuse or turn off the circuit breaker. A handy tool is a voltage checker. It looks somewhat like a ball point pen on steroids. It operates on a aaa battery. Mine is a Fluke, but there are many brands out there. Once you are assured the power is off, remove the switch cover and then the switch. It should have two wires under the screws. If the wires are stuck in holes on the back, use the screws anyway. Reverse the disassembly procedure and restore the power. Luck

Turn the breaker that feeds that circut off.
Remove the remains of the broken bulb from its socket.
Remove the switch, & replace it with a new one.
Note how the switch is wired before you remove it, & take it with you when you purchase a new one so you can match it up. Pick up a replacement bulb as well.
This is a relatively easy repair if you want to DIY with some basic hand tools & some good common sense.
However, if you're in the least bit uncomfortable by all means call an electrician.

Well, I would get another switch and a new bulb.

Kill the breaker, change out the switch, and the remove the broken bulb and replace with a new one. Turn the breaker back on and it should work.

Most likely, when the bulb broke, there was a short and then there was some resistance in the switch contacts and that caused them to weld together and remain closed.

First turn the breaker off at the main panel, then take a raw potato, shove it into the rim of the bulb that is stuck and twist out the broken bulb.
If after you get the broken bulb out and flip the breaker back on and the lights are still staying on , call an electrician, it means you have an open neutral and that is extrememly dangerous.

The potato trick was taught to me by my mum many years ago and it works!

You need to remove the fuse so you can fix it. If you can't than be smart, stay safe call an electrician.
