I have seen guys having there foreskin pulled back all the time when the are in washroom. I dont keep it back all the time. I was wondering what is the right thing to do.

No, and they're in the minority. Unless you are talking about guys who are circumcised.
It _is_ important that - once you're in puberty - it can move back and forth.
I'd suggest you pull it back for cleaning, and I prefer to pull back before urinating, so that no urine is under the foreskin.

You might want to pull it back when you're urinating (so as not to get urine under your foreskin), but as a general rule there's no reason to keep the glans (pink head) exposed at all times.
You sure the guys you saw weren't just circumcised? Some uncircumcised guys keep it pulled back all the time, but not many.

Probably those are guys whose parents didn't know any better than to chop their foreskins off when they were born. No need to keep it pulled back all the time, as that interferes with one of the main functions of the foreskin, which is to keep the glans (pink part) protected and sensitive. Pull the foreskin back to wash or pee, and it will pull itself back when you get an erection. Otherwise let it be.

Get circumcised. Thor did his own freehand circumcision with Mjolnir when he was 3.
