Poor guy, he's probably lonely at home.
Not sure what a 'router' is, but depending on what it is you ould have a sexual harassment claim against him if he keeps fiddling with it - that'll get rid of him!
Perhaps you could lock all your stationery away and make a mess on your desk/chair so he won't want to go near it (I'm talking old rotten fruit or scattered personal belongings here, not some kind of dirty protest!)
Also try breaking wind violently whenever he comes within 10 feet of you.

You could just very nicely ask him why he isn't working from home at the moment - make it seem like you are concerned and interested, rather than cross. Then ask how long he plans to be in the office for, again, be all nice and casual about it. Then say that you are find it a little bit disruptive at the moment, because you're not used to having him around and maybe you could set some ground rules that will make it easier on both of you. Start with silly things, if one of us makes a drink we offer the other one at the same time, that kind of thing and get him to suggest some too.
You may not get rid of him but he'll be easier to work with!

Imagine spending 8 hours every day working without any human contact. No feedback, No socializing just work. He shouldn't fiddle with your router but he probably uses it as an excuse to interact with someone.
Did you personally buy the stationary or is it part of general office supplies?
You've got to sympathize with this guy. He apparently lacks the social skills necessary to know that you are not an empathetic person.

If the stationary is something which YOU are responsible for, then you need to take this toy our boss. The same goes for the router. Unless he is a tech and is SUPPOSED to be working on the router, then he should not.
This is not Junior HIgh. This is your career and y our life. Go to your boss and inform him of the problem and ask HIM how you should handle it. The boss will either intervene or give you steps to take care of the problem.
