It's far better not to pick up a fish with your bare hands, but if you must, then wash your hands well first and be sure your hands are wet all over (not just your fingers) before handling the fish. Even then keep it to a minumum.

A fish doesn't loss fin as it grows. You are most likely seeing damage from picking it up that is later growing back.

It's really best not to use your hands if you can - but you can use a plastic bag if it's running from the net - trail the bag in the water and gently enclose the fish in it. This will also keep fin damage to a minimum.

Sounds like something's nipping at those fins or maybe the current in the tank is too strong? You shouldn't be seeing bits falling off, but the regrowth is positive. Try to find out the source of the damage.

It really depends on how you use your hands. In my main tank my fish are very use to my hands feeding them, and fixing thing in the tank. I do at times gently scoop them up in my hands if I need to capture one. (As long as your hands are clean it's no worse than a net.) That said chasing them down and grabbing them like you describe could hurt him.

The trick to capturing a betta is to be smarter than the fish. Put the net in the water and let it sink to the bottom. Wait till you count to 5. Throw in some food. Bring the net up from under the betta while he eats. Heck I've used a small cup with this method.

PS= Losing fins is not normal either it's fin rot, or a sharp edge in the tank. Fin rot is cause by dirty water in most cases.

All fish are very nervous and get stressed easily that is why you need to handle all fish with nets and as quickly and gently as possible.
