What grade would you give the BUSH Administration (A, B, C...)?

The end of the marking period is coming...so as the American Public how would you grade the Bush Adminstration (Not just GWB but the Whole Bush Adminstration). Please add some details.

His administration as a whole has made the federal gov't more powerful, more intrusive and less responsive to the will of the people.

This administration is fraught with incompetencies, cronyism,
resignations, mistrust, stubborness misinterpreted as steadfastness, poor planning (understatement!), people given praise and awards that should have been indicted. I know that the Bush's are a patriotic family so I'm trying to see
a good side , but it's difficult.
I'd have to give him a little lower than the "gentleman's C's "
that he got in college............... C -
And I'll leave with this: "Brownie, you're doing a heck of a
job."

He at least has the chutzpah to stay in Iraq, even though most American citizens (who wouldn't know what a war was if it happened in their backyard) think they know more than he does and tell him to get out.
