Add to that the Anschluss (annexation of Austria, consolidation of Grater Germany, Großdeutschland )... big no no. The whole purpose of the treaty was to impose on Germany a set of borders that at once limited German expansion and empowered Germany's neighbors to check German power. That is the reason it was partitioned after WWII, the US was not willing to allow for a united Germany to determine its own future course. The Soviets were unwilling to see a unified Germany as its enemy once again. Stalin made several attempts to negotiate a bilateral retreat from occupied Germany only to be turned down by Roosevelt.
This doesn't mean Stalin was nice and Roosevelt mean. It means that both the US and the USSR felt like they were holding a tiger by its tail. The Soviets were war-weary and the Americans were eager to start their own imperial block in Europe, so they settled with a neutralized Germany. It is probably the one wise decision that came out of the post-war settlement.
