Create a reason for them to WANT to obey them. Keep in mind you will catch more flies with honey than you do vinegar. Focus on talents, not just weaknesses.

What I mean by this is expect the best out of people, not the worst. Educate them on what the rules are, praise them when they do good works and if they don't live up to par, focus on what their talents are, advise them of the talents THEN point out areas for improvement and ask them to keep of the good work.

Think about how you would want to be treated in under the same circumstances and treat the employee the way you would want to be treated. If you just start off criticizing the person will just get defensive and tune you out.

If you really want employee to hear you, you need to find their talents, use their talents, praise their talents and then tell them how much more valuable to the team they will be if they can focus on learning "X".

A woman that is now a high ranking officer at National bank that I know learned this lesson after having a head teller that was good with people, who customers loved, but was not so good a balancing drawers. The officer found a teller with good mathmatical skills, but shy and didn't do well with customers because she was too terse, and teamed her up with the head teller and both of the teamed up employees were able to learn from each other enough that they both were able to advance up in the company.

As usual, there are always multiple paths.

1. American's push to bring back the Christian backing that America was founded on. Overturn all the separation of church and state, and reintroduce it into society. Teach children values and morals again that have been absent in the public school system for many years now. Make America better through becoming better people.

2. America eventually get paranoid enough that we revert to a security over rights nation. Everything and it's cousin will be added to the law book. Political correctness will be the forefront, and organized religion and other forms of expression will be suppressed. The national identity will be removed in favor of total assimilation. Make America better through making them all the same (heterogeneous).

3. America gets super conservative, and reverts to a hardcore state like Nazi Germany. Everything is illegal, secret police are everywhere, and fear from your government is greater than fear from fellow citizens. We are protected from ourselves, but at the same time loose all the rights that our country was founded on. Make America better by getting rid of all the bad men.

You can't other than jail, that is why we have lawbreakers and criminals. Laws only affect those who voluntarily comply with them. This is the reason why any law would work at all.
