If you mean people drown by intaking water into the lungs and suffocating due to water, the meaning of drown for fish would be the intake of air allowing the membrane of the gill to dry and they suffocate, due to air, then yes fish can drown.

Especially in water that has been depleted of Dissolved Oxygen.
It is the same thing in different terms.

depending on the type of tank and the type of water you have then it is possible. Round fish bowls are not recommended as they dont have a large surface area and tend to have less oxygen in them leaving the fish to drown. also certain waters which are heavy depending on where you live can kill them in a short space of time. especially bottled water which has been treated. you can plenty of info on caring for fish online.

Well they can suffocate, which I guess is waht happens when people drown because they run out of oxygen

Not drown, but if there's not enough dissolved oxygen in their water, they can suffocate.

ummn........I don't think so, they're fish they can breathe underwater. But they can die. Fish are not easy to take care of. Trust me I had 2 fish and they died the week after.
