Yes Batman can turn his head. His mask, despite being portrayed as some type of hard substance in the movies, is actually made of a flexible rubber. I also had this question before buying the costume because i am a huge fan, but the suit he uses to make the films is all rubber and very flexible.

I am sure that he can turn his head to a limited degree, but the cowl is intended to protect him from neck injury.
