I was driving when I saw these two dogs roaming an empty parking lot looking for food. so i stopped to feed them some chicken.

one of them looks like a 6 month old puppy (he/she bit me really hard when i picked it up) and the other is maybe 1-3 yr female that looks like hasnt eaten in awhile, as her ribcage is showing. But she also looks like she gave birth because her **** are swollen and drooping all the way to the ground.

i am worried that she has a litter that she was nursing and they may die if i keep her here.....

so should i return her to where i found her? its right next to a highway so im worried they may get struck by cars. neither has tags btw.

You might take the one that may have puppies back to the spot where you picked her up.

Place a collar and a long leash on her and allow her to roam a bit while you quietly follow along. That way you can control her to keep her out of traffic.
If she does have pups somewhere nearby, and it has been a few hours, she may be eager to get back to them and lead you right to them.

If I were you I would definitely take in the younger dog. As for the possibly nursing dog, let her be for a while. I'd keep an eye on her and make sure she's fed, but leave her where she is until you're certain you're not endangering any pups. I'd be worried about the highway, but there's not much you can do except hope for the best.

I think if you can you should keep them and give them a good life. The people who toke the responsibility of having these dogs was obversely too stupid to get them some tags...
Do NOT listen to the fist answer that person is an idiot.

Don't listen 2 the first answer!!!
Chocolate is poison 2 dogs and will make the dog really ill.
Take the dog to the vet and they should give you some good advice.
If you seen it suffer then you have done the right thing and take it away from that lifestyle.

Dogs have high mother instinct. Just take her back and watch her. If she have any litter she will try to get back to it.
