I am 22 now. I had lived more than half of my in other country. I lived in GA for 1.5 yr, CT for 2 yrs, NY for 2yrs, and Ive been going to college in Illinois for almost 2 yrs. Have not paid any tax.

Now I do not even know which state I am registered as resident.
Since I am going to spend few more years here, I need to be resident here which also can reduce my tuision for college.
How can I become a resident here in Illinois and where should I go to apply for it???

You are going to spend only a few more years here and haven't paid any tax? Why in the world do you think you should get reduced tuition? You want the rest of us taxpayers in Illinois to pay your way but I don't think that's going to happen. You can get a drivers license and everything but for in-state tuition you won't be eligible just because you have a drivers license in Illinois. You have to have lived here and had a license and been a resident for more than two years before you can even apply for in-state tuition.

Illinois has very strict residency rules for getting in-state tuition. First, you have to live here a year, not in a college residence hall. You have to pay Illinois state tax , have an IL driver's license, and be registered to vote in Illinois. The true killer is that you have to earn 50% of your tuition and fees in a one year period.
