Today's youth will leave but their attributes won't.

Is the use of WONT correct?

You can't end the sentence with not...you have to say : "Today's youth will leave, but not their attributes."

so no, the use of won't is not correct, neither is the use of not

"Won't" is fine.
I don't like the idea of attributes "leaving" (or not leaving) though; it sounds odd to me. Something like "Today's youth will leave but their parents won't" is fine--so "won't" is not the problem.

Will not is more correct, not sure if won't is proper, but in English course they always tell you to spell out those types of words, won't, don't, didn't, etc.
