it is if it actually tickes and you laugh/jump when he does it...and then if he laughs and does it again later yeah its flirting...my boyfriend does it all the time to me except he tickles my sides

That isn't the first thing I would do to flirt with a girl. I suppose it could be taken as flirting. I think it would depend on what you guys were doing when he did it.
Like if you were talking and laughing...etc., he might just be some weird gesture or a way to make you laugh.
it could also be a very interesting attempt to flirt with you through physical touch.

So I guess it works the same way in guys!
I've only touched the belly of some very special people! For me it's THE SIGN. If someone says I flirted with them...I say...did I touch your belly?
They say NO. I say...then I didn't flirt with you!!!

It depends on your relationship with that person and how you feel about it. If it isn't your father or brother, but a guy you have a crush on, I'd say definitely it's flirting. If it's some guy you don't like and he does it for more than a millisecond, it's sexual harassment to some people.

Depending on the situation. if its your brother, no. if its a guy you like, possibly. if you think that he's flirting with you, you should flirt back and try to cultivate a relationship. good luck!

No it is obnoxious touching that silly immature little insecure boys do...real men walk up and say hello and talk with respect. Explain to him that you do not appreciate it and you will not tolerate it.A real man will apologize and grow up real quick--then maybe he can prove himself worthy of a fun date. NEVER allow anyone to touch you without your permission. If you let them it is like saying it is OK.
