I used a grinder and a wire wheel disk. I took it down to bare metal and then used a primer and a finish coat. It looks like new now. It was some work and now that it is finished it was worth it. good luck

I suggest using a paint stripper in an aerosol can. Then you let it sit for the recommended time on the can and you can use a hard brissel brush to scrub it off. There shouldn't be much scrubbing though. Is this a large fence. Depending on the size, if the fence is not that big use the aerosol. But if it is pretty large than do the sandblasting. You shouldn't have to buy one---you should be able to rent one at a lower price. Especially if this is the only project you will be using it on.

I recommend using a sand blaster. You can either rent a sand blaster and do the job yourself or take it to someone who professionally sand blasts objects. You could use a grinder with a small wire wheel but that takes more time and you might not get all of the paint and rust off. If there are bad spots of rust, you may need to treat those spots with a rust removing acid. Then I recommend using a rust preventative primer paint such as Rustoleum.

The problem is that if you don't get all of the rust off, you will see your paint popping off in a year or two because it is rusting in places beneath the paint.

You mentioned chemical removal, here is the best.

As for the paint, your best bet is to ask the local merchants what they would recommend, there are many quality products on the market.

the eaziest way is to sand blast it off(all things needed can be found at your local tool rental store) and as far as paint goes spend your money on the primer, that is the important part, then use an exterior grade of paint
