they can if they have.. i forget the exact wording but it's something like "reasonable cause" to check you, kind of like if they see you having a hard time staying in your lane while driving even if you're not drunk or speeding or whatever. if you're in a place where questionable activity is common and it's not apparent what you're up to, i would say that yes, the sop would ahve "reasonable cause" to check you or whatever. of course, assuming you have nothing to hide then giving up your name and allowing a quick search shouldn't be a problem.
i'm not familiar with the GTF's policy but i would assume it would be somethign similar

Yes they can, and they're doing it for a reason. Most likely a neighborhood complaint. If you haven't done anything wrong, cooperate. Why bring heat on yourselves by being ignorant.

They can but you don't have to talk to them and at that point ask them "Am I being detained for anything?" if they say no you can walk away if they say yes then you can't leave.
